Increased Flag rate for Video Reports

Between 13:10 UTC and 14:23 UTC, a majority of Live Video reports processed in all regions were incorrectly flagged for payload integrity. This was caused by a recent code changed that has been rolled back. All impacted reports were rerun within 2 hours of the incident being resolved.
